I hate to see animals tied up to a tree, do they leave him there for long, and does he have shelter and water? If not, maybe you can report them. If your concerned because he's a pit bull, I would think that the rescue would have tested him for aggressive qualities, I would not let my dog near one because Joey is a little trouble maker, and a dog has to be very patient and mature to get along with him, Cesar has a wonderful pit bull by the name of Daddy, who gets along well with all dogs, and could probably tolerate Joey!
