Everything is either acidic or alkaline on the pH scale, and that has nothing to do with being a disinfectant. Your first link says, "Vinegar sometimes used as a vegetable wash and may be effective against some microorganisms in water - we have not yet found authoritative data on this application."

Your second and third links talks about DIATOMACEOUS EARTH and fleas and doesn't mention vinegar that I could find.
