in Cook County (the county where Chicago is located) they have spay/neutering months where you file a claim and the county reimburses you so your spay/neuter costs $100. For example, if your vet charges you $194, you send in your claim form and get $94 back. I would not hesitate to bring your puppy to an animal shelter for the surgery. Having dealt with them and obtaining pets from shelters, I trust them completely.
Also, many vets will do it very cheaply because they want to control the pet population.
