As a Breeder of 29 yrs & a CVT, I think you first need to address the health problems .
Not knowing her correct age and history, I would have her blood work done and have her spayed!!!!!! If you care about her and hope to have her settle in, this is the way to go. She has had a terrible life it seems and now a new home! When you get her spayed have her teeth done at the same time, She will feel much better. Right now there are NO puppies, just sperm and eggs, so don't feel bad
Once she recovers, I'm sure with time and love she will come around. Another way to get her to trust your husband is to have HIM feed her. Food is the way to their heart
Yorkies have the biggest Heart and will forgive and forget her past. She will be a great addition to your family given time.
