I honestly have no idea, but here is my thinking.
I have read (don't know if it's true) that as few as seven grapes have hurt a medium sized dog. It would probably take more raisins than grapes, but there could have been 6-8 raisins in the cookie. That's a lot for a small dog. However, not all dogs get kidney damage from them. Ellie ate grapes and raisins before I knew better and was fine. If it were now, I'd listen to the vet.
It's really your call.
