In Canada you have to have a 15 week old puppy (or older) vac. w/rabies or you cannot bring them in from another country.
It is customary to get pups their shots here at their last set of puppy vacs, about 16 weeks. I've never heard of anyone having a problem, although Lily did get her shot separate from the others because she was so small.
