However, I haven't heard from her since, so I sent a follow-up e-mail on Sept 28th and never received a reply from her. I've just recently sent her another message today indicating that if she can not ship the xs skull hoodie, then I would appreciate if she can refund me $28.

Anyway, looking at previous post it seems like she's a reputable vendor. In addition, it appears that her last post was around Sept 21st. Hope everything is ok and that she'll be responding soon.
