My first reaction to your question is that if you are unsure what is "safe" for your dogs, then you probably shouldn't be breeding at all at this point.

For the record, the size of the female and male alone will not give you an indication as to if they will be a good match in regards to size. You have to take into consideration the size of the other dogs in their lines. Genetics come from more than just the dam and sire.
