What you need to do is get the dog to pay attention to you when you are walking and not everything else. every time the dog tugs ahead, turn around and go the other way. keep him by your side (walk one at a time). it may take a little while but eventually they do catch on that they need to follow where you are going because you keep changing directions and they only way they will know where they are going is if they pay attention to you.
