I am sure that your vet is not trying to take your money. A break to an bone is very serious and if the vet is suggesting surgery you need to either find a way to get the money together or consider surrendering to a rescue who can take over his care.
Bones that are not properly treated can lead to all types of complications including the need to amputate if left untreated. As time passes, the ends of the bone begin to deteriorate and necrosis sets in (die) from lack of blood circulation.
when this happens the chance of surgery fixing the break gets less and less because the bone becomes brittle which can lead to the need for amputation.
It is not unreasonable that the vet would want to use plates, pins and screws to put a bone back together. This is done both in animals and HUMANS. In order for the bones to be properly aligned the surgeon will use these fixation devises to get the bones back into the correct alignment. Without this surgery the bones will most likely never heal properly.
It is not only small dogs that break bones, my sister dob puppy will be going for surgery in the morning. She got her leg somehow tangled in their bed and broke her knee cap. The quote for her surgery is $1800 which is much less than your quote. They will be putting at least 2 pins and a screw into Bella's knee if all goes well. If he is not able to repair the break properly, she will have a joint replacement to repair the damage.
I fell over the summer and I too needed surgery to repair the break in my arm which require a large plate and 9 screws. They will be left in my arm for the rest of my life, but I have my mobility and after months of PT I am now able to move my arm again.
There are many people and animals that live their lived with these types of implants. This is not some type of experimental thing they are proposing that needs to be done. Personally, knowing the pain that I was in after my accident I would not have waited this long to get the break fixed.
Good luck and like another poster suggested there is Care Credit that you might be able to apply for to use to pay for the surgery.
