i agree, i doubt the surgeon is going to do the neuter either. 1) because its not something they generally do unless there are complications and 2) because he will already be under for at least an hour to do both knees.

Friends of Animals is a great program. Years ago when i volunteered at the animal shelter we would recommend this program to people who adopted puppies and kittens that were too young to be fixed by the shelter. at the time the program was for animals that had been rescued or adopted. i guess its changed since then
