Vinegar is a food product. Not so sure what the problem you see with putting it in the water would be. However, vinegar is used to get rid of the urine stain...not the odor. Since urine is an acid, and vinegar is too, urine wouldn't be neutralized with vinegar. It would take a strong base to neutralize the urine. Anyway, just FYI.
