Well, I may as well chime in.
To the OP, yes it is normal.
I have 2 boys - 5yrs old and 2 yrs old. Both neutered. They both still have lover time w/ their lover dog (stuffed animal) at their current ages. We do not stop this behavior and it does not bother us in the least.
