I think that is a bit odd that a vet would restrict a 3 month olds weight. I have always free fed my pups and have never had a problem. They take what they want and know food will always be there. I have found restricting food makes them eat faster and also makes them eat everything because they don't know when they will eat next. My boyfriend fed his dog three times a day and he was over weight because he would eat it all each time, once he started free feeding he lost a lot of weight because he ate when he felt the need.
Also if your pup had problems with hypoglycemia in the past I wouldn't recommend changing his diet drasticly. (taking away the syrup and restricting feed at the same time) Also at 3 months they still have their puppy pudge so I wouldn't worry about weight til he gets older. I use to weight my pups every week and now that they are 7 months every few weeks to make sure they are gaining. Maybe you should ask your vet to weigh him. It is best to use the same scale when you may be dealing with only a few ounces in changes.
