Yes it sure is, these young pups don't realize that this is naughty! Humping is a sign of dominance, and they are trying to be dominant with something, but hormones guide this behavior. Lol, it cracked me up to see Joey do this and he had a favorite red teddy bear, called "Big Red" that he just loved. Joey was neutered around 7 months of age, and about 1 month after that the humping stopped. Some breeders say that their unneutered dogs do it too much and they take away the affectionate object. Most dogs stop this behavior once neutered.
