My puppy is 4 months now and he started to get these red marks/bumps around his lower belly. And a couple of days later they turn dark red almost brown little spots

Any ideas what could it be? Is this normal at his age?
I bath him every couple of weeks and always gave him a quality puppy food. I do give him a little bit of apples, carrots, cooked white egg sometimes. Could it be an allergy? Please help!
