To answer your question,

No single parent determines the size, both parents contribute the genes and they also carry genes from their ancestors. So you can get small puppies from big dogs and big puppies from small dlogs.

But I would never breed a 2 to 3 pound femaleto a 6 to 7 pound male. the mating alone would be hard on her if not fatal.
