I have the opposite problem. Buddy is much bigger and it's so difficult
buying him sweaters, however, I have found that the sweaters that
you measure for from back of neck to beginning of tail, fit him much
better than the ones that come S,M,L. He's a perfect 16" and I just
ordered him 3 new ones for the winter. They fit perfectly.
Try going by the length of your pup instead of xxs or s. That might
be better this way if she does gain a little it won't effect the fit.
