Hi Marci, I am so sorry, I haven't answered. But here are the measurements:
small - 9" neck
Medium -10"
large - 12"
More importantly is the length from the neck to the nose:

This is the measurement that will help in keep the dog from reaching behind. Also with my stays, the dog will not be able to bend the collar.
