Default What is wrong with this yorkie please, please help

I hope someone on this board can help since my mom's vet doesn't seem to want to explore the problem that my mom's yorkie has.
My mom responded to an ad five years ago for a Yorkie being sold at 16 weeks because the man can no longer take care of her since his girlfriend moved out and he had to travel extensively for his job. The history was that he had purchased the pup in Brazil on a business trip. My mom knew that something was not right with Maggie after the first week but wanted to give her a loving home. She is extremely tiny. I'm thinking puppy mill and also who knows when she was taken away from her mother and siblings. After all these years she will not be held for any lenght of time . She's fine for a few seconds and then something comes over her and she struggles to escape. She will stand and face a wall and just stare at it. Sometimes when she comes in to a room my mom says it seems she doesn't recognize the room and doesn't remember how to step in. She sometimes turns around and actually backs out of the room. Her head also twitches alot. My mom's vet just says that with a dog so tiny he doesn't want to put her through the many tests to find her problem. He says she's just a very nervous dog. I and my mom know it's something more and that maybe something like medication can help. Like I said she is at most 3 pounds. I'm thinking seizures or something neurological but vet is no help. Thank you so much for your incite. My mom loves this little dog and I'm worried that she is suffering or that she will have an early death. Could this something called liver shunt?
