Sadie is like this too sometimes. I have discovered it depends on the fabric, weight and bulkiness of the article of clothing. She doesn't like heavy or thick fabrics so little sweaters are better for her then sweatshirts. She also doesn't like sleeves. She is claustrophobic like her Mommie
Maybe you can try different types of shirts for her and find what works best.
And sometimes you just have to let them pout it out and they will get over it eventually
