Even if she's down to two meals a day, you really need someone to play with her at noon. She's still very young. The routine is get up at 7 (or whenever you need to, just stay consistent even on weekends). Immediately take the puppy to the potty spot. Praise her when she does well. I don't recommend treats if you're potty training. It makes them go more. Just praise like crazy. Be dramatic. When you see her tail wag, you know you've done well. Give her free time in the kitchen (supervised). At 7:30, take her back to the potty spot. After she goes, put her in an x-pen with her bed and potty pads. Again, someone should see her at noon. When you return home (6p.m.), take her to her potty spot. Free period in the kitchen until 7. Food and water at 7, Potty at 7:30, free time until 8:30 and then crate. You should let her out again at 10:30 or 11. Place her back in her crate. This is an example schedule from the book, "How to Housebreak Your Dog in 7 Days." I've been using one of the other schedules and it helps. It has taken longer than 7 days, but she's now going to the pads on her own.

Good luck.
