I'm probably not the best person to answer this as I have only one yorkie but I did have a border collie up until this March and it did take a little time for her to adjust to my yorkie.It is definitely a dominance thing with one standing over the other , shes letting her know that she is in charge.The sooner you start walking them together things will improve I guarantee it .
