Actually rereading your post it says it stops it from forming. It may work like fluoride in that is creates a barrier. It could have a detergent in it like some toothpastes creating a slippery gloss or could put a charge on the teeth to repel oppositely charged particles...still if there was something that did this it would be cashed in on in the human world.
