That's just shocking, is this all of New Zealand, or just a few towns? I think you should try to change the law. There is no excuse for the local pound not to scan, they can get scanners for free from microchip companies. It also is costly to keep a dog a week and then euthanize it. This law would get plenty of backing from dog lovers as well as those who don't like government waste.
