I would assume allergy before habit. If after you treat for allergy (long process, have to figure out what it is first) he is still doing it, then I'd think habit. But, chewing/licking paw is considered *the* telltale sign that an allergy is occurring. Instead of coughing or sneezing like a human might do - their paw itch are feel very irritated to them, so they bite/lick them to try and feel better.
