As a buyer, I call the BBB to make sure there aren't any complaints, Look up the AKC banned list of breeders, I do a search google and yahoo for the name to see if there are complaints lingering. I also ask for a reference from their vet. I perfer to pay with my Debit Card (MC) through paypal or give the number over the phone because you can dispute it if the deal goes sour. I acutally had a situation where I did that and never received the puppy. I was able to dispute the transaction and received a full refund.

I would recommend using a "puppy escrow" service whenever buying a puppy long distance. You can put the deposit in escrow with agreed upn terms for refund or payment to the breeder. These arrangements protect bioth breeder and adoptive parent and the fee is very small.
