Commercial breeders started APRI. Many breeders been thrown out of the AKC for not passing kennel inspections, and not keeping accurate records. Big corporations, such as the Hunte Corporation, buy the dogs from lots of semi-small breeders. They formed the registry so that these breeders could sell "registered" dogs, and not have to worry about such things as adequate kennel conditions or proper paperwork. Many of these dogs wind up in pet stores, and some are sold to backyard breeders who tend to breed for profit. The general public is rather ignorant about registries, and just assumes that a registered dog means something, this is a huge difference in registries and the requirements necessary for registrations.
