Yes, she's a neighbor, lives about 4 houses from us. We talk about once every two or three months, but she is not someone I socialize with on a regular basis. If I need a cup of sugar, I would probably go to 5-6 neighbors before knocking on her door...even before she plucked my Thor. I'm absolutely appalled that anyone would think being helpful in this manner is ok. Fine, tell someone about hairs needing plucked, but just doing it? Really? She was "educating" a 9 year old girl, not the parent or owner of the dog. She traumatized two of my kids with one pluck!
