She sounds a little bit like mine. I knew nothing about the need to have them socialized when they were little, so now anything on legs will get them barking and it takes a while for them to settle down. Mind you they will not try to bite or snap at anyone, they just bark like crazy accompanied with a funny little back and forth shuffle (I call it their crazy shuffle). Have lots of treats for Bella ready and reward the behaviour you like and ignore the ones you don't. Try to introduce her (in small doses) to other dogs and show her there is no threath.
