My little Chewy has done this his whole life. I put a small glass dish (like one you would make a pudding or gelatin in) upside down in Chewy's normal dish. Then I poured in his kibble, and it fell in and all around the upside down bowl. This is much more difficult for them to eat and get at the kibble, they have to work for it...and its cheap and easy and made with things from the home. It worked perfectly and no more regurgitating for Chewy who gobbled his food then drank water. This slowed him down to a perfect pace.
