Bbb I agree on the BBB, I believe that that method of handling complaints is no longer effective. Very few people check there and they don't seem to actually handle the complaints they do get very well. There have been numerous times I've checked on a business that I know had several complaints and it checked out 'clean' simply because no one bothered to complain to the BBB. So, it's kind of misleading right off. And obviously, their idea of resolution, doesn't quite fit ours.
I think maybe the state in which the breeder is doing business, going to that state's attorney general may be a start. For an amount of money that large they very well may take an interest. The attorney general's office usually responds to civil matters involving commercial/business ventures where fraud/scams are involved.
