Get her scent on the pad. When she urinates on the floor and you find it, let the pad absorb some of it. She then will correlate the smell of the pad with where she is supposed to go. If it is just a clean pad on the floor, she will not know what to make of it. When mine were little I would let the pad get urinated on quite frequently before I would take it up to wash.(I use the washables)
Also right when she gets up in the am, put her on the pad and use whatever command you use to get her to go. Keep her on for about 3 minutes using that command over and over. Hope this helps...
