Bra'Tac does the same thing, he is 7 months. Just give him time. They are still so little. Just keep using the commands for potty that you use, when he is on it. Eventually he will become acquainted to the command, and know what it means. Just be kind and consistent, you do not want him to feel that he is being punished for laying on the pad, otherwise he will totally avoid it. Best of luck.
