there is a bowl called the brake-fast bowl that has pegs in it which makes them eat slower because they have to eat around the pegs. or you can put a rock in the bowl so that have to eat around that.
You can also get a toy that you have to stuff the food in so they need to work to get the food out piece by piece like the tug-a-jug.
sometimes you can try everything and nothing will get them to slow down. i have a friend with a chihuahua that inhales her food and then will eat anybody elses food around her. no matter what we tried to get her to slow down it didn't work. she still inhales her food.
you could also try soaking the food in water so its soft. or feeding tiny amounts more frequently.
