I've read that it takes anywhere from 4 to 6 months for puppies to develope complete bladder and bowel control.

When I first got Gus (two months old) he needed to go out every 1 to 2 hours during the day (to be sure of he wouldn't go inside) and every 3 to 4 at night. Slowly over months, he was able to hold it a little longer. He wasn't completely housebroken until a year old.
My first yorkie could hold his bladder much longer at the same age and would sleep through the night without accidents from the beginning. He was completely housebroken at 4 months.

Just like human babies, they are all different.
