Maybe she is very stressed at going to another home, then back to yours.
My dogs are pad and outside trained with no problems at all. I put the pads down at night and if I go somewhere that I can't take them.
She could also be "marking" her home. Males are not the only ones who do this.
I use to foster Yorkies, and I had them at all ages, and all but one had to be house trained, and only one never would train. He was a very old senior and I think he must have suffered from dementia and incontinent.
There are many books on how to house train if you are willing to give it a shot.
