I wouldn't trust them to be vigilant, even if they say they will. They'll figure what you don't know won't hurt you, and that with their vast experience they know better than you. Even if you buy an xpen and ask them to put him in it when outside, they probably won't and think they are doing Toby a favor. Kinda like grandparents that sneak candy to the grandkids when mom and dad aren't looking...they'll mean well, but your Toby could pay the price with his life.
If you love Toby, then you have to consider his very life more important then your relative's feelings.
