just because the frontline is on does not stop the dog from being bitten
it only stops the population so see how she is in the winter months and if better then probably just a flea allergy BUT usually dogs with flea allergy tend to have food and environmental - many times allergies are a package deal unfortunately -- the allergents are protein, flea saliva, pollens
