I have a Giant Schnauzer who started itching terribly during her first heat at about eight months. Turned out to be Red Mange. A course of oral Invermectin cured her and she's two years old and fine now. Hope that's not the problem with your baby, but it does often show up about the time of their first heat because of stress (according to my vet).
