Try Natural Balance dog food rolls. You can get small ones for $.99 at Petco to see if the puppy will try. When I first got Chester he wouldn't eat either. I had to hand feed him kibble. I also spoon fed him soft food. Then I had to train the little bugger to eat on his own.
