I'm presuming your baby has had all his shots? Nine weeks is pretty young so don't get disheartened. I got Tia at 13 weeks and when she was 14 weeks I put a collar on her (I hadn't discovered YT then and didn't know any better) and a flexi lead in the garden , just to get her used to it. Of course she hated it , although it didn't help when I retracted the lead and she was whipped in real quick because she weighed barely 2lbs At first she mouthed the lead and after her shots she stood at the door and wouldn't come out lol
Its a big world out there and it must look truly scary for a little pup. Get him used to meeting different kind of people and dogs as soon as poss.
Anyway if you get him a little harness and keep practicing with him he will love it eventually.I don't know any dog that doesn't like walks , so keep with it.
