Nothing to worry about. He's a baby and he's playing with you. Now if he was like snapping at you when you tried to put the leash on him or something, that would be different.
Do you have him on a harness or a collar? I rec getting him a harness and attaching a VERY lightweight leash to him. Get like a 4 foot as thin as you can find leash and let him drag it around the house. Make sure you are supervising him. No pressure just let him get used to the feel of it.

Give him treats while on it.
Once he gets used to dragging it around, then pick the leash up and just walk a couple of steps inside. If he resists, do NOT pull him. Walk the couple of steps, get down in front of him and call him. Let HIM do the walking. If you start pulling him around, he won't like it at all.
Make sure you give lots of treats and praise when on the leash. Do not rush it.

Also he's ONLY 9 weeks. You shouldn't be walking him around outside on the leash anyway. You don't really want him outside for an extended period of time until he has all of his puppy shots. He could pick up all kinds of diseases and then you'd have some hefty vet bills. If you are potty training on the leash outside, carry him to his spot, set him down, tell him to do his business or whatever command, let him sniff around and do it. If he doesn't, pick him up again take him back inside, then wait a few minutes or so and repeat. Do training with him inside.
