I think it may depend on the dog. With my girls, I kind of scratch lightly with my nails. Sometimes I kind of finger comb their beard fur very lighty, and they seem to really like that.
Before I had my girls, I had a bullmastiff and as you can imagine I would apply a lot more pressure, but again use my nails, on his drooly mug.
