Maybe in the future, you give the others their cookie whole and break hers up into pieces so she will eat it right away? Not sure this will work, but that is what I would do. Sounds cute but she has to be seriously anxious and worried 24/7 about that cookie and for her piece of mind, I would help eliminate the problem by only giving her tiny pieces so she has to eat it instead of "protecting" it.
