Consider it playing, however, always be ready to repremand him when
he uses his mouth on your skin. Gently hold his mouth closed and tell
he no biting. Be careful because you have to be gentle then kiss his
head. Let him know you are in charge always but show affection
also. Buddy was like this also and I was nervous never seeing a puppy
so aggressive. He's 5 and still plays like that growling and shaking his
head from side to side. It looks intimidating but he's not. When I get
down on the floor with him he cuddles next to me with his toy. It his
way of getting what he wants

 It's important to know when they
are playing and when they mean business. This only comes with time.
It's up to you to know the difference.
