I asked the vet about Ben's eyes when he was just a puppy and was told he had a condition where the eyelash grows back towards the eye, distichiasis. He said he might need surgery to correct it. He was very little so we waited. He grew out of the problem and then the vet said he did not have it anymore. It was a different vet in the same clinic and he seemed a little confused. I think it was a misdiagnosis. So, I would not let them talk you into any surgery, until he is an adult. But I would still consult your vet on teh subject of excessive tearing. It could be something they could treat relatively simply.

You might try some Missing Link supplement. Something in it helps with excessive tearing for some dogs. But it takes several months of use. Angel Eyes is another that is supposed to help by giving them a very low dose of antibiotic long term.
