I apologize for resurrecting such an old post. But, I have a new litter that I need to register with AKC and really have never put this whole issue to rest mentally. After a couple of open ended calls with AKC, I finally decided to take a little extra time clicking around on the AKC website. In so doing, I thought you'd like to know that the practice of witholding registration papers via SIGNED CONTRACT IS an acceptable practice by the AKC. This is an excerpt that I found within the AKC Procedures For Registration Matters under "Contracts". Just go to the AKC website and type in RREGS2 within the search field.

A. SPAY/NEUTER CONTRACTS
A written agreement between buyer and seller to the
effect that AKC registration papers will not be furnished
to the buyer until the seller has been furnished
with evidence that the dog has been neutered or
spayed is acceptable under our rules.
If a dog is sold under such conditions, it is important
that the agreement be signed by the buyer before the
dog leaves the seller’s premises.
Many breeders using this type of agreement include
clauses to the effect that the dog must be spayed or
neutered by a certain date (or age).
