I was also going to suggest it might be demodex. Does it have a motheaten look? Do you have him on heartworm medication? If not, ask your Vet about Advantage Plus. It should get the mites to become non-active again. All dogs have mites - it's when they become active (could be due to stress or whatever) that they cause hair loss and itching.
First of all, you should get a qualified Vet to examine your dog. Good luck.
