Ha! Yes, this can be an issue! Our back door faces north - so when its bad outside - Bailey will back up and just look at me as if to say - "really? you want me to out THERE?". If its raining, I offer the down stairs back door and she goes under the deck/overhang; if its the cold north wind - we go to the front door (south side).
If you don't have those kind of options - then its probably best to wait out the heavy rain and go a little later?
